Statement of Major Responsibilities

Within the Integrated Justice Information Technology Division which provides IT services to the Ministry of the Solicitor General, Ministry of Correctional Services and the Ministry of Attorney General, the Team Leader, Senior Business Solutions Consultant leads in the analysis and advice to clients on the potential and application of technology solutions and services to business processes, and facilitates communications between clients and the IT function. The incumbent:

  1. Leads in the provision of executive account representation to client organizations and maintains a regular presence there. Ensures effective customer consulting services and recommendations to client management concerning information technology opportunities and issues. Facilitates linkages between business and IT services and processes ensuring clear communication between ministry clients and the IT function.

  2. Leads assigned Business Solutions Consulting Team Members including: providing training, orientation, coaching and mentoring, recommending performance standards. Creates and promotes a productive teamwork environment and customer service culture which fosters the long-term learning and development of others through coaching, training or other experiences and where the organization's values in such areas as; customer service, risk taking, creativity, service excellence, and innovation are inculcated.

  3. Provides comprehensive business analysis services to ministries including high level requirements analysis, the identification of information technology solutions, business process re-engineering, feasibility studies, and business case development support, based on an in-depth knowledge of client programs and business needs.

  4. Facilitates development and communication/negotiation of SLAs and service measures for all services documented in the Justice IT Service Catalogue and monitors client opinions/evaluations of service performance providing feedback and information to Justice Service managers/providers. Facilitates initial opportunity contacts amongst Justice clients where potential information, systems, and solutions sharing could facilitate improved service delivery or business processes.

  5. Develops, fosters and manages effective client relationships and partnership with vendors, suppliers, service providers, team members and inter-disciplinary colleagues to facilitate co-operative approaches and mutual business improvement/support efforts. Participates as a member of the Divisional Management Team and on various committees to provide input for IT standards, policies, guidelines, and procedures.

  6. Leads in development and implementation of innovative and creative approaches, opportunities and initiatives for the delivery of high quality, value added and efficient services and products, which effectively address customers' business needs and expectations. Provides timely coordination/intervention/negotiation and resolution of service-related issues/problems.

  7. Facilitates the management of fiscal and material resources (including budget, facilities, assets and contracts) to meet current and future customer needs within a constrained environment. Develops/identifies options to ensure fiscal responsibilities and accountability for the efficient utilization of resources.

  8. Develops strategic frameworks for the continuous improvement and optimisation of business practices and services, identification of alternative delivery mechanisms and costing of services/supplies which are competitive with the marketplace. Leads and engages appropriate resources for process re-engineering initiatives/projects and environmental scans to support long term business strategies and to plan for the innovative delivery of products and services.

  9. Leads the development and implementation of Service Catalogue and performance measures, benchmarking and quality assurance standards based on the establishment of challenging and achievable goals, management of operational performance and the subsequent evaluation of productivity and effectiveness of the section with consideration to the Enterprise's vision and values. Manages trend analyses and translation of outcomes, which provide value to the planning, and decision-making activities of the organization.

  10. Manages in an environment of change management where strategic directions are translated to tactical and business plans which are future oriented and where the corporate vision and values are effectively communicated, taught and shared with clients and staff.

Judgement

Work is performed under the general direction of the Director for the Branch within the framework of government policies and the Justice Enterprise IT strategic plans, policies, procedures and standards. Judgement and initiative are required in: maintaining an in-depth knowledge of client areas' program delivery functions and business requirements; analyzing business processes, recognizing opportunities for improvements and translating requirements into appropriate information technology solutions; assessing the cost/benefit of available technology alternatives and making recommendations to client management. Significant judgement is also exercised in identifying clients' current and future needs in order to link the development of their business and information technology plans, assess necessary resources and facilitate priority setting. Initiative and judgement are required to negotiate service level agreements, manage major projects, and facilitate the relationship between the clients and technical staff.
